Modernization and Forest Policy in Iran during the Pahlavi Era (1920s to 1970s)
Focusing on forest policy measures and their implementation, this project aims to contribute to the historiography of modernization processes in Iran during the Pahlavi Era (1920s-1970s) as well as adding to the growing literature on the environmental history of the Middle East. It seeks to challenge the implicit monolithic interpretation of Iranian modernization during this era as being “authoritative”. More concretely, it addresses the rise of the modern bureaucratic state, questioning its power to implement central decisions on the regional and the local levels. It explores the relevance of foreign experts and scientific knowledge in these processes and analyzes the state’s changing relationship with economic actors and civil society. Due to its narrow focus on forest policy measures, the project allows for the investigation of the interdependencies between and among actors on different levels of society. Particularly, the involved actors include forest authorities, local people and forest experts from Iran and abroad. It traces the genesis of forest policy measures from their formulation to its implementation, as well as their probable adaptations resulting from unforeseen problems.
